Dr. Daniel Babu Paul IAS (born 1941) is a former member of the Indian Administrative Service and was a member Ombudsman for local self government institutions of Kerala during 2000-01.

Babu Paul was born to Rt. Rev. Paulose Cheerothottam (a.k.a Cheerakathottam) Kor Episcopa, a priest of Jacobite Church and headmaster of MGM High School,Kuruppampadi, for 32 years, and Mary Paul, a teacher. He seldom misses church on Sundays and has been religiously doing that since age 5. He was married to Nirmala Paul and they have two children- Mariyam and Cheriyan. Babu Paul, a senior officer of the Indian Administrative Service, is a genteel minister in church's altar. He received the highest award a layman could receive in the Syrian Orthodox Church, the Decoration of the Holy Ghost with the title of Bar Eto Briro. He is the only person from the Syrian Orthodox Church to get this so far.Babu Paul's personality is such that he was a research guide, research scholar, and Ph.D. Examiner, all in same period.
Babu Paul had his primary education at Kuruppampadi MGM High School, Perumbavoor in Ernakulam District. Though hailing from a remote village and studied in Malayalam medium, he passed the SSLC examination securing the 3rd rank. He passed his Pre-Degree from the Union Christian College, Alwaye. He took his degree in Engineering (Civil) from College of Engineering, Trivandrum . He passed the all India Civil Service Examination in 7th rank and the joined Indian Administrative Service in 1964. He also secured the 1st rank from Madras University for M A. As an IAS officer he worked in almost all-important jobs a member of the IAS fraternity can hold. He retired in the rank of Chief Secretary.

Babu Paul published his first book at the age of 19. The book ' Oru Yathrayude Ormakal' was written in memory of his trip to Europe to participate in the International Student's Conference. Veda Shabda Ratnakaram is the first Bible Dictionary in Malayalam, describing approximately 4000 captions in about 600000 words, based on his research for 22 years and written over a period of 9 years. Being the first original work of its type, it was published by the State Institute of Languages. Although priced Rs.500/-, one of the most expensive books in Malayalam, 5000 copies of it was sold out in 22 months. It also won for the author state, national and international recognition. Second impression of 3000 copies was released in October, 2001.
Babu Paul received numerous awards for his Bible dictionary, ' Veda Shabda Ratnakaram. The following are them: Honorary Doctorate from Damascus St. Efraim University; Gundert Award presented by International School of Dravidian Languages for the best dictionary in Dravidian language; Guruvayoor Nair Samajam Award; Alexander Marthoma Award; N V Sahitya Puraskaram; Samskara Deepam Award by Indian Institution of Christian Studies, and a fellowship conferred by the same; Christian Literary Award
The other awards received by Babu Paul are: Kerala History Association Award for ' Queen's Story' which is the history of Cochin port; Sophia Award for the total contribution in the field of culture; MAGA Award from the Malayali Association for his contributions to the cultural development of Kerala; M K K Nair Award for exhibiting interest in temple arts; Bar Eto briro Award (The highest a lay man can aspire for in the Syrian Orthodox Church, the only recipient in India); Rajiv Gandhi Award for his excellence in Civil Service
